HA is now implementing the Breast Cancer Operative Service Collaboration Programme to divert some patients to receive specific Breast Cancer Operative Service at Private Sector. Eligible patients referred by the Surgery Department of designated HA hospitals may choose to receive a specific Breast Cancer Operative Service at participating private hospitals.
Each referred patient will receive at least one pre-operative consultation, specific breast cancer operation with inpatient stay, at least one post-operative consultation and all types of peri-operative care including essential and related diagnostic blood tests and imaging investigations, medications, nursing and allied health care, wound and drain care and peri-operative physiotherapy, etc.
Participating patients only need to pay the same HA standard fees and charges. Currently, it is $250 per Specialist Outpatient Clinic attendance, $20 per drug item and $300 maintenance fee per day. Patients who are eligible for a waiver to receive the HA services will enjoy the same fee waiver arrangements in the Programme.
In addition to the existing medical fee waiving mechanism, the HA establishes a second safety net by introducing a HK$10,000 cap on an eligible patient’s annual spending for specified public medical fees and charges without requiring financial assessment with effect from 1 January 2026. The fees and charges payable by the patient being an Eligible Person to private service providers under this programme will be counted towards the eligible medical fees and charges of the Annual Spending Cap.
