Patients fulfilling pre-defined clinical criteria and programme requirements and who have been attending HA Outpatient Clinic for at least 12 months will be invited to join the Programme to receive primary care service from the private sector.

Issue 29 - Enhanced Financial Integrity

Dear Doctors,

To enhance financial control across all public-private partnership (PPP) programmes, we have been able to take advantage of the phased introduction of new HKID cards to enable electronic authentication of patient attendances at the point of service provision. In line with this direction, the GOPC PPP IT platform will be enhanced to enable electronic registration of patient attendance at PSP clinics.

The registration function is fast and easy. On the day of consultation, when you open your patient’s GOPC PPP profile by inserting his/her Smart ID to the eHRSS card reader, the IT platform will automatically register his/her attendance. In case the registration through Smart ID is not successful, you can still choose one of the alternative means, either by one-time password or pre-filled attendance sheet.

This patient attendance registration function will help to significantly reduce the chance of missing consultation records or manual correction of consultation dates. You will also be informed via your eHRSS inbox once any missing attendance or consultation records are detected. Reference materials including a quick guide and a demo video will be available to help you familiarize yourself with this function.

To ensure a smooth implementation, the new function will be introduced in phases, commencing November 2019. PSPs will be further contacted individually.
